“隐患市场化”助力化工企业安全文化建设的工作实践

摘　　要：为养成良好的企业安全文化,文章采用层次分析法确定安全管理各项活动权重值,以最大权重值的隐患排查治理作为企业安全文化建设的重要抓手,提出“隐患市场化”工作模式,将生产现场的隐患以“商品销售”的形式激励安全生产监管人员充分履职和全员排查举报隐患,通过“购买”隐患以防止其进一步发展为事故的消费形式约束生产单位管理人员主动自查、认真整改和从根源上消除隐患。通过实践表明,隐患市场化模式可以进一步压实各级人员隐患排查治理责任,提升监察人员业务管理效能,有利于减少隐患存量和增量,能够有效推动企业安全文化建设,为化工企业安全文化建设提供了可参考借鉴的新模式。In order to cultivate a good corporate safety culture,the analytic hierarchy process is adopted to determine the weight values of various safety management activities.Taking the hidden danger investigation and treatment with the largest weight value as an important starting point for the construction of corporate safety culture,the “hidden danger marketization” working mode is proposed.The hidden dangers in the production site are presented in the form of “commodity sales” to encourage safety production supervisors to fully perform their duties and all employees to investigate and report hidden dangers.Through the form of “purchasing” hidden dangers to prevent them from further developing into accidents,production unit managers are restricted to take the initiative to conduct self-inspections,seriously make rectifications and eliminate hidden dangers from the root.Practice has shown that the hidden danger marketization mode can further consolidate the responsibilities of personnel at all levels for hidden danger investigation and treatment,improve the business management efficiency of supervisors,help reduce the stock and increment of hidden dangers,effectively promote the construction of corporate safety culture,and provide a new mode that can be used as a reference for the construction of safety culture in chemical enterprises.
