党的联合行文的早期实践及其当代启示——以《建党以来重要文献选编(1921-1949)》为研究对象

摘　　要：近年来,学界关于党组织和行政机关联合行文的性质界定、备案审查、信息公开等讨论日益增多,但是对这一联合行文的比较研究和历史研究尚不深入。中国共产党在建立之初就与共青团机关、军队机关等主体进行联合行文,党组织和行政机关联合行文在苏维埃政权建立后也已经产生并持续存在。各类联合行文都是特定历史条件下的产物,在出现时间、数量变化等方面具有明显的阶段性特征。在行文格式上,虽然早期党的联合行文存在署名名称不统一、署名顺序不统一、时间格式不统一等问题,但是党组织和行政机关联合行文相较于其他类型的联合行文更加规范。在行文内容上,各类联合行文都集中于共同表明立场和协调相互关系两个方面,但党在这些问题上也有过单独行文,是否采用联合行文具有较大的随意性。回顾新中国成立以前的党的联合行文,能够对理解当前的党政联合行文问题提供形式、内容和效果三个方面的启示。In recent years,there has been increasing academic discussion on the nature,filing and review,and information disclosure of joint documents issued by Party organizations and administrative organs.However,comparative and historical research on such joint documents remains insufficient.Since its founding,the Chinese Communist Party has issued joint documents with organizations such as the Communist Youth League and military organs.Joint documents between Party organizations and administrative organs emerged after the establishment of Soviet power and have persisted since.All types of joint documents are products of specific historical conditions,exhibiting distinct phased characteristics in terms of their emergence timeline and quantitative changes.In terms of format,although early Party's joint documents suffered from inconsistencies in signatory names,signature order,and date formatting,joint documents between Party organizations and administrative organs were more standardized compared to other types of joint documents.In terms of content,joint documents generally focused on two aspects:jointly expressing positions and coordinating mutual relations.However,the Party also solely issued documents on these issues,indicating a degree of arbitrariness in whether joint documents were used.Reviewing the Party's joint documents before the founding of the People's Republic of China provides insights into the current issues regarding Party-government joint documents in three dimensions:form,content,and effect.
