摘　　要：党政联合发文合理性审查是提高规范性文件制定质量、确保法制统一性和权威性的重要路径。由于现阶段文件性质不易把握、缺乏明确的审查依据以及审查机构的能力有待提升,党政联合发文合理性审查在实践中面临审查对象范围难以界定、审查标准不明确、缺乏完备的监督程序、纠错的刚性不足等困境。对此,除了厘清党政联合发文的性质,还应完善制度规范、细化审查标准、提升审查能力、加强衔接联动。The rationality review of joint Party-government documents serves as a crucial pathway to improve the quality of normative document formulation and ensure the legal system's uniformity and authority.However,in practice,this review faces multiple dilemmas due to current challenges such as ambiguous document classification,the lack of clear review criteria,and insufficient institutional capacity.These include difficulties in defining the scope of review targets,unclear review criteria,incomplete oversight procedures,and insufficient enforceability of corrections.To address these issues,it is imperative not only to clarify the nature of joint Party-government documents but also to refine institutional frameworks,specify review criteria,enhance review capabilities,and strengthen interdepartmental coordination.
