从“精简文件”到“精准发文”:规范内涵、运行机理及制度展望——以广东东莞实践为例

摘　　要：东莞市创新构建“点对点”精准发文机制,通过系统性制度设计破解形式主义顽疾与基层减负难题,为法治政府建设提供实践样本。精准发文的新模式是对精简文件模式的深化和机制跃升,在规范内涵上,形式要件更清晰、实质内容更完备;在运行机理上,依托清单式发文明权确责、专项工作机制协同增效、全过程管控闭环监督,推动政策供给从“数量控制”走向“提质增效”。未来,应着眼于精准发文模式的推广与常态长效化制度的构建,通过修订《党政机关公文处理工作条例》完善制度规范体系,强化地方党委办公厅(室)的中枢统筹职能,构建部门间的职能对接机制,强化监督机制保障制度实效,不断推进党政机关公文处理工作制度化、规范化、科学化。Dongguan City has innovatively established a"point-to-point"targeted document issuance mechanism,addressing persistent issues of formalism and alleviating burdens on grassroots units through systematic institutional design,thereby providing a practical model for the construction of a law-based government.The new model of targeted document issuance represents deepening and mechanized advancement of the document simplification model.In terms of normative connotations,it features clearer formal requirements and more comprehensive substantive content.In operational mechanisms,it leverages catalog-based document issuance to clarify authority and responsibilities,employs special task force mechanisms for synergistic efficiency,and implements closed-loop oversight throughout the entire process,shifting policy supply from"quantity control"to"quality and efficiency enhancement."In future,efforts should focus on promoting the targeted document issuance model and constructing normal and long-term mechanisms.This includes revising the Regulations on the Handling of Official Documents in Party and Government Organizations to refine the institutional norms system,strengthening the central coordinating role of the General Offices of local Party committees,establish a cross-departmental functional coordination mechanism,and reinforcing supervisory mechanisms to ensure institutional effectiveness.These steps will advance the institutionalization,standardization,and scientization of official document handling in Party and government organizations.
