新时代省纪委书记履职能力评价研究——基于115位省纪委书记职业背景的考察

摘　　要：省纪委在党的纪律检查机关中发挥承上启下的关键性作用,省纪委书记的履职能力在一定程度上决定了省纪委的反腐败绩效。纪检监察履职能力越强的官员,越容易进入党中央和中央纪委考察省纪委书记候选人的视野。构建由自主力、威慑力、专业力、公信力组成的纪委书记履职能力模型,对2012—2022年31个省(自治区、直辖市)共计115位省纪委书记的职业背景进行考察后发现,省纪委书记的履职能力总体上呈现越来越强的趋势。具体来看,交流制度与回避制度的实施增强了省纪委书记的履职自主力;兼任省监察委员会主任、“中央空降”、前任升职提高了省纪委书记的履职威慑力;社会科学专业背景、纪检或司法机关的工作经历、担任省纪委书记的时长提升了省纪委书记的履职专业力;廉洁性、中央工作机关的经历、兼任中央纪委委员提升了省纪委书记的履职公信力。为提升各级纪委书记的履职能力,未来应推动市县级纪委书记兼任上级纪委委员,推进纪委书记年轻化和专业化,促进纪委书记异地交流任职规范化。The Provincial Commission for Discipline Inspection plays a pivotal role in connecting upper and lower levels within the Party's disciplinary inspection system.The Competence of provincial discipline inspection commission secretaries significantly determines the anti-corruption effectiveness of these commissions.Officials demonstrating stronger disciplinary inspection and supervision capabilities are more likely to be considered as candidates for provincial discipline inspection commission secretary positions by the CPC Central Committee and the Central Commission for Discipline Inspection.By constructing a capability model comprising four dimensions-autonomy,deterrence,professionalism,and credibility-this study examines the professional backgrounds of 115 provincial discipline inspection commission secretaries across 31 provincial-level regions from 2012 to 2022.The findings reveal an overall enhancement trend in their Competences.Specifically,their autonomy has been enhanced by the implementation of rotation and recusal systems;their disciplinary authority has been amplified by concurrent appointments as provincial supervision commission directors,central government assignments and predecessors'promotions;their professional competence has been elevated because of their social science backgrounds,experience in disciplinary inspections or judicial organs and tenure duration;their credibility has been established by their showcased integrity,central government work experience and concurrent Central Commission for Discipline Inspection membership.To further enhance discipline inspection commission secretaries'capabilities at all levels,recommendations include:promoting concurrent membership in higher-level commissions for county/municipal secretaries,encouraging younger and more professional appointments,standardizing cross-regional rotation practices.
