摘　　要：祖国与海外侨民的互动是国际移民研究领域的重要主题。新世纪以来,随着越来越多的新加坡人移居海外,海外侨民逐渐纳入新加坡的移民治理范畴。在国家发展的不同阶段,新加坡政府经历了从担忧“人才流失”到充分认识海外侨民资源价值的转变,形成以政府为核心、多元主体参与下的侨民治理框架。侨民治理的核心理念和目标是侨民保持与新加坡的联系、增进对新加坡的认同、投身于新加坡的发展。政府与非政府主体彼此合作,共同参与侨民治理进程,遵循了对海外新加坡人群体从了解、掌握到联系、沟通的依次深入。在政治、经济、文化等不同领域,实用主义公民身份和宏观性“新加坡”认同相结合,使侨民逐渐认同新加坡国家和新加坡人身份,引导海外新加坡人群体自发自觉,使侨民活动有利于政府的期望、国家的利益,以实现侨民治理在国家认同、经济联系、文化价值共识三个层面的治理闭环。The interaction between the homeland and diasporas is a key topic in the field of international migration studies.Since the beginning of the new century,as more and more Singaporeans have migrated abroad,diasporas have gradually been incorporated into Singapore's migration governance framework.At different stages of national development,the Singaporean government has undergone a shift from concerns over brain drain to fully recognizing the value of diaspora resources,forming a diaspora governance framework centered on the government with the participation of multiple stakeholders.The core concepts and objectives of diaspora governance are for the diaspora to maintain ties with Singapore,enhance their identification with Singapore,and contribute to Singapore's development.Government and non-governmental entities cooperate and jointly participate in the diaspora governance process,following a progressive approach from understanding and engaging with overseas Singaporeans to fostering connections and communication.In the political,economic,and cultural spheres,the combination of pragmatic citizenship and a broad Singaporean identity helps overseas Singaporeans gradually recognize their national and cultural identity.This approach guides the overseas Singaporean community toward voluntary participation,aligning diaspora activities with government expectations and national interests,ultimately achieving a diaspora governance cycle that integrates national identity,economic connections,and shared cultural values.
