摘　　要：海洋能是可再生能源体系的重要组成部分,具有资源分布广、可预测性强、离负荷中心近、应用场景多等特点。通过分析美国、英国、欧盟等主要经济体发展海洋能的国际背景,结合中国需前瞻布局海洋能开发利用的重要性和紧迫性,在分析了国际海洋能产业发展趋势和中国海洋能产业发展基础上,建议在中国海洋能产业进入降本增效的关键阶段,管理部门需制定发布明确的发展目标和激励政策,吸引多元化资金进入海洋能开发利用,加快推动海洋能规模化利用和产业化发展,使海洋能尽快成为中国海上新型能源体系的重要部分,助力国家双碳战略实施。The ocean energy is an important component of renewable energy system and has such characteristics as widespreading,strong predictability close to the load center,and a wide range of application scenarios.The paper analyzes the development trend of the global ocean energy and the ocean energy development in China through investigating the international context of the ocean energy in USA,UK,and EU with consideration of the importance and urgency of China's forward-looking planning in the development and utilization of the ocean energy,and puts forward such suggestions as regulatory departments need formulating clear development goals and incentive policies,attracting the diverse capitals to the utilization of ocean energy,accelerating its scaling and industrialization,making the ocean energy the important part of China's marine new energy system to help facilitating China's dual carbon goals when China's ocean energy industry enters the critical process of the cost decreasing and benefit increasing.
