摘　　要：油气行业低碳政策对于促进油气低碳发展起着重要作用,对现行政策进行量化评价研究可为后续政策的制定提供理论参考。以中国国家层面油气行业低碳政策为研究样本,在文本挖掘基础上,结合中国油气行业低碳政策内容特点,构建政策量化评价指标体系,通过计算PMC指数(Policy Modeling Consistency Index,一种定量评估政策一致性及优劣水平的分析工具),对36项政策进行综合性分析,并选取10项核心政策进行评价。结果表明,36项政策中,有5项政策为完美等级,16项政策为优秀等级,11项政策为良好等级,4项政策为可接受等级,无不良等级政策。中国油气行业低碳政策总体质量表现较好,但仍有提升空间,并提出建议:加强政策时效协调、综合运用政策工具、夯实政策保障措施、丰富政策受众范围、注重政策视角匹配。Low carbon policies in the oil and gas industry play an important role in promoting low-carbon development of oil and gas and quantitative evaluation of current policies can provide theoretical references for the formulation of subsequent policies.Taking China's national low-carbon policies in the oil and gas industry as research samples,the paper constructs a policy quantitative evaluation index system based on text mining and combined with the characteristics of low-carbon policies in China's oil and gas industry,comprehensively analyzes 36 policies by calculating the PMC index,and selects 10 core policies for evaluation.The results show that 5 policies are rated as perfect,16 policies are rated as excellent,11 policies are rated as good,4 policies are rated as acceptable,and there were no policies rated as bad among the 36 policies.The overall quality of low-carbon policies in China's oil and gas industry has performed well but there is still room for improvement.Based on this,it proposes such suggestions as strengthening the coordination of policy timeliness,comprehensively utilizing policy tools,consolidating policy guarantee measures,enriching the scope of policy audiences,and focus on matching policy perspectives.
