摘　　要：实现经济高质量发展是中国经济转型的核心目标,绿色创新作为重要环节发挥关键作用。环境规制是否执行,还是停留于法令震慑层面对绿色创新存在不同影响。本文基于2013~2023年中国A股上市公司实证检验环境执法力度对企业绿色创新的影响及传导机制。研究发现,环境执法打破了组织刚性,强化长期发展导向,激励企业增加环保投入,进而推动绿色创新。进一步分析显示,良好的制度环境、传统产业背景及强政治关联企业中,环境执法对绿色创新的促进作用更强。异质性分析表明,环境执法对绿色创新的促进作用在国有企业和规模较大的企业中尤为显著。此外,数字化转型背景下,环境执法有助于进一步提升企业绿色创新能力。本文研究表明强化环境执法对促进企业绿色创新至关重要,尤其在治理结构和行业特征适配时,应加大环境规制的执行力度,结合数字化,进一步挖掘企业绿色发展潜力。本文对于检验政府环境治理政策效果,提高环境规制行为效应,促进企业绿色转型具有重要的理论价值和现实意义。Achieving high-quality economic development is the core goal of Chinas economic transformation,and green innovation plays a key role as an important link.Whether environmental regulations are implemented or stay at the level of legal deterrence have different impacts on green innovation.Based on the data of Chinas A-share listed companies from 2013 to 2023,this study empirically examines the impact of environmental enforcement on corporate green innovation and its transmission mechanism.The study finds that environmental law enforcement breaks the rigidity of organizations,strengthens long-term development orientation,and incentivizes enterprises to increase environmental protection investment,thereby promoting green innovation.Further analysis shows that environmental law enforcement has a stronger role in promoting green innovation in enterprises with good institutional environment,traditional industrial background and strong political connections.Heterogeneity analysis shows that the role of environmental law enforcement in promoting green innovation is particularly significant in state-owned enterprises and large-scale enterprises.In addition,in the context of digital transformation,environmental law enforcement can help further enhance enterprisesgreen innovation capabilities.This study shows that strengthening environmental law enforcement is crucial to promoting green innovation of enterprises,especially when the governance structure and industry characteristics are adapted,and the implementation of environmental regulations should be strengthened and combined with digitalization.Further tap the green development potential of enterprises.This study has important theoretical value and practical significance for testing the effect of government environmental governance policies,improving the effect of environmental regulation behavior,and promoting the green transformation of enterprises.
