摘　　要：构建数字纪检监察体系是贯彻数字中国战略的深度实践,亦是全面从严治党的创新探索,对完善党和国家监督体系、推进国家治理体系和治理能力现代化具有重大战略意义。当前,依照党和国家的重要战略部署,地方各级纪检监察机关在监督实务中进行了积极探索,在学术研究领域也有一定的理论成果,但在构建数字纪检监察体系的进程中仍面临数字技术与监督业务融合之困、数据共享与治理之难、制度规范缺失之虞等诸多挑战。有效构建数字纪检监察体系,应以明确体系建设标准、规范数据资源整合利用方式和行业管理为抓手,建立健全构建数字纪检监察体系的相关制度规范,加强数字纪检监察人才队伍建设,保障数据价值正义、程序完善、安全可控。Constructing a digital discipline inspection and supervision system is an in-depth practice of implementing the digital China strategy and an innovative exploration of comprehensively and strictly governing the Party,which is of great strategic significance to improving the CPC and state oversight systems and promoting the modernization of the state governance system and governance capacity.At present,in accordance with the important strategic deployment of the Party and the state,local discipline inspection and supervision organs at all levels have actively explored in supervision practice,and academic research has also achieved certain theoretical results.However,the construction of the current digital discipline inspection and supervision system still faces many challenges,such as the difficulty of the integration of digital technology and supervisory services,the hard of data sharing and governance,and the fear of the lack of institutional norms.To optimize the construction of the digital discipline inspection and supervision system,it is necessary to clarify the standards for system construction,standardize the integrated utilization of data resources and industry management,establish and improve the relevant systems and norms for the construction of the system,strengthen the construction of the talent team,and ensure the justice of data value,perfect procedures,and safe and controllable.
