摘　　要：实现政策取向的一致性是扭转当前经济下行趋势的关键,同时也是完善宏观经济治理体系的重要组成部分。基于科层制、博弈论等理论分析我国政策实践,发现当前我国在政策制定和实施方面存在经济政策与非经济政策之间的不一致、部门间及上下级间的政策不一致,以及“合成谬误”式的政策取向不一致等现象。这些现象严重影响了宏观经济政策的调控效果。具体来说,我国政策取向不一致的机制主要表现在治理结构上缺乏事前评估机制、治理方式上执行标准层层加码、治理过程中信息传递不畅、治理激励上存在政策出台的“内卷”趋势。为了解决这些问题,应重视政策间的关联影响,确保部门间的政策取向一致;组建临时专家任务小组,完善第三方评估体系,以提高政策评估的客观性和准确性;吸纳多元化主体参与政策制定,提高政策全过程的一致性;加强对政策一致性的督查,通过倒逼机制促进部门间的政策协同;提高政策的一致性和有效性,更好地实现宏观经济的稳定和发展。Achieving consistency in policy orientation is crucial for reversing the current economic downturn and is an essential component of improving the macroeconomic governance system.Through analyses based on theories such as bureaucracy and game theory,it is found that China's current policy formulation and implementation suffer from inconsistencies between economic and non-economic policies,across departments and hierarchical levels,as well as a fallacy of composition type of inconsistency in policy orientation.These issues severely undermine the effectiveness of macroeconomic policy regulation.Specifically,the mechanisms behind these inconsistencies are evident in the governance structure's lack of ex-ante evaluation mechanisms,the progressive intensification of implementation standards in governance methods,poor information transmission during governance processes,and an involution trend in policy issuance driven by governance incentives.To address these problems,it is important to focus on the interrelated impacts of policies and ensure alignment in policy orientation across departments.Establishing temporary expert task groups and improving third-party evaluation systems can enhance the objectivity and accuracy of policy assessments.Involving diverse stakeholders in policy formulation can improve consistency throughout the entire policy process.Strengthening oversight of policy consistency and promoting interdepartmental coordination through reverse pressure mechanisms are also necessary.By enhancing the consistency and effectiveness of policies,China can better achieve macroeconomic stability and development.
