摘　　要：内蒙古自然资源丰富,呈现出显著的多样性和空间分异性特征,具有较大的协同开发潜力。优化自然资源的组合供应机制,既有利于自然资源开发利用的价值增值,也有利于实现资源开发与生态保护的良性互动,这不仅关系到内蒙古自身的可持续发展,而且对全国资源型地区的转型发展具有重要的示范意义。当前,内蒙古自然资源在组合供应过程中面临产权制度碎片化、价格形成机制扭曲以及利益分配失衡等现实困境。为实现资源的可持续供应和经济社会的高质量发展,应在自然资源法律中增设“资源组合开发专章”,为资源组合开发与利用提供明确的法律指引;在国家层面上建立资源组合示范区,并将内蒙古自治区作为试点地区;构建组合型治理体系,为自然资源的高效组合供应保驾护航;培育新能源装备制造产业集群,支持传统产业绿色化改造升级。Inner Mongolia is rich in natural resources,showing significant diversity and spatial differentiation characteristics,and has great potential for collaborative development.Optimizing the combined supply mechanism of natural resources is not only conducive to the value-added of natural resource development and utilization,but also conducive to the realization of the benign interaction between resource development and ecological protection.This is not only related to the sustainable development of Inner Mongolia itself,but also has important demonstration significance for the transformation and development of resource-based regions in China.At present,Inner Mongolia's natural resources are facing practical difficulties such as fragmentation of property rights system,distortion of price formation mechanism and imbalance of interest distribution in the process of combined supply.In order to realize the sustainable supply of resources and the high-quality development of economy and society,a special chapter on resource combination development should be added to the natural resources law to provide clear legal guidance for the development and utilization of resource combination.Establish a resource combination demonstration area at the national level,and use the Inner Mongolia Autonomous Region as a pilot area;build a combined governance system to escort the efficient combined supply of natural resources;cultivate new energy equipment manufacturing industry clusters and support the green transformation and upgrading of traditional industries.
