摘　　要：德国的志愿服务内含于民众的社会/社区参与中,志愿服务的良好发展是社会活力的重要体现。辅助性原则是政府搭建志愿服务体系框架、主导项目开展的理念基础。在此基础上,志愿服务组织稳定发展,个人的志愿参与率基本保持在40%左右。从志愿参与领域来看,体育领域依旧占据主导,教育、环保领域近年来获得较多民众关注。个人的利他动机是志愿者参与的主要动力,时间和职业则是阻碍民众志愿参与的主要原因。单次志愿服务时长缩减、非正式的个人志愿服务成为德国志愿服务发展的主要趋势,正式组织成员减少及管理者的缺失等则成为其发展面临的主要困境。Voluntary service in Germany is embedded in the social/community participation of the people,and the good development of voluntary service is an important manifestation of social vitality.The principle of subsidiarity is the conceptual foundation for the government to establish a framework for voluntary service system and lead project implementation.On this basis,voluntary service organizations have developed steadily,and individual volunteer participation rates have remained at around 40%.From the perspective of voluntary participation,sports still dominate,while education and environmental protection have received more attention from the public in recent years.Personal altruistic motivation is the main driving force for volunteer participation,while time and occupation are the main reasons that hinder public volunteer participation.The reduction of single voluntary service duration and informal individual voluntary service have become the main trends in the development of voluntary service in Germany,while the reduction of formal organizational members and the lack of managers have become the main challenges facing its development.
