摘  要:在人口老龄化加剧与人才竞争激烈的背景下,人才年金制度的研究与完善至关重要。本研究梳理我国人才年金制度发展脉络,剖析浙江、江苏等多地试点实践,发现人才年金在提升企业年金覆盖率、满足中小企业人才需求以及丰富激励措施等方面已取得一定成效,但仍面临诸多挑战,如公平性存疑、投资管理僵化及年限设置不合理等。为此,提出强化政策法律保障、优化激励机制、提升管理与投资灵活性、合理设置年限及推广集合年金等策略,旨在增强人才年金有效性与吸引力,推动我国多层次社会保障体系发展,助力企业与人才协同发展。In the context of the intensifying population aging and fierce talent competition,the research and improvement of the talent annuity system are crucial.This study combs the development context of China’s talent annuity system and analyzes the pilot practices in Zhejiang,Jiangsu and other regions.It is found that although the talent annuity has shown initial achievements in improving the coverage of enterprise annuity,meeting the talent needs of small and medium-sized enterprises and enriching incentive measures,it still faces many challenges.For example,there are doubts about fairness,rigid investment management and unreasonable years setting.Therefore,strategies such as strengthening policy and legal guarantees,optimizing incentive mechanisms,enhancing management and investment flexibility,reasonably setting years and promoting pooled annuity are proposed,aiming to enhance the effectiveness and attractiveness of the talent annuity and promote the development of China’s multi-level old-age security system and the coordinated development of enterprises and talents.
