灾害背景下旅居设施经营者“平急两用”政策支持意愿影响机制研究

摘　　要：为引导旅居设施经营者积极参与“平急两用”公共基础设施建设,有效推动超大特大城市公共基础设施实现“应急”赋能,构建包含风险感知、政治参与、政府信任和“平急两用”政策支持意愿的概念模型,基于调查问卷结果运用PLS-SEM模型进行实证研究。研究结果表明:风险感知、政治参与对旅居设施经营者的“平急两用”政策支持意愿存在正向影响;政府信任对政策支持意愿存在正向促进作用,且在风险感知、政治参与和政策支持意愿之间起到显著的部分中介作用;多群组分析结果显示,政策支持意愿会受到性别、年龄、政治面貌和灾害经历等个体特征影响。研究结果可为政府制定提升旅居设施经营者的“平急两用”政策支持意愿相关措施提供参考。In order to guide the tourist accommodation facility managers to actively participate in the construction of“routine and emergency use”public infrastructure and effectively promote the realization of“emergency”empowerment of public infrastructure in megacities,a conceptual model including the risk perception,political participation,government trust and the support willingness to“routine and emergency use”policy was constructed.Based on the questionnaire results,the PLS-SEM model was used to conduct empirical research.The results show that the risk perception and political participation have a positive impact on the support willingness to“routine and emergency use”policy of tourist accommodation facility managers.The government trust had a positive promoting effect on the policy support willingness,and played a significant partial mediating role between risk perception,political participation and policy support willingness.The results of multi-group analysis show that the policy support willingness was influenced by the individual characteristics such as gender,age,political outlook and disaster experience.The research results can provide a reference for the government to formulate related measures to enhance the willingness of tourist accommodation facility managers to support the“routine and emergency use”policy.
