摘　　要：为提升我国安全生产监管与风险管理的科学化水平,借鉴英国职业安全健康统计体系的实践经验,通过解析英国安全生产绩效数据,从法规制度、系统架构、数据质控及效用维度切入,采用文献分析、案例解构与对比研究相结合的方法,提炼其统计体系的核心特征与运行机制,并基于我国实际需求构建适配性改进框架。研究结果表明:英国统计体系依托稳定的法规框架、统一的系统平台、多源数据融合机制及动态分析方法,实现了“制度规范-采集高效-质控严密-应用精准”的全链条管理,尤其在风险预警与政策评估领域成效显著。结合我国安全生产统计中存在的法规分散、平台异构、数据滞后等问题,提出应重点完善统计立法体系、构建标准化数据中台、建立智能监测系统等改革路径,为推进安全生产治理现代化提供理论与实践参考。In order to improve the scientific level of work safety supervision and risk management in China,the practical experience of occupational safety and health statistics system in the United Kingdom was systematically drawn in this study.By analyzing the data of work safety production in the United Kingdom,starting from the dimensions of laws and regulations,system architecture,data quality control and utility,the core characteristics and operation mechanism of its statistics system were refined by means of literature analysis,case deconstruction and comparative research,and the adaptive improvement framework was constructed based on the actual needs of China.The results show that the British statistics system relies on the stable regulation framework,the unified system platform,the multi-source data fusion mechanism and the dynamic analysis method,thus realizes the whole chain management of“normative institutions-efficient collection-tight quality control-accurate application”,especially in the field of risk early warning and policy evaluation,it has achieved remarkable results.Combined with the problems of scattered laws and regulations,heterogeneous platforms,and data lag of work safety statistics in China,it is proposed that we should focus on improving the statistical legislative system,building a standardized data center,and establishing an intelligent monitoring system,which can provide theoretical support and practical reference for promoting the modernization of work safety governance.
