区域贸易协定与亚太区域价值链权力格局的重塑

摘　　要：随着以区域贸易协定为主导形成的区域价值链网络成为新一轮推动经济再全球化的主导力量,全球价值链权力格局逐渐向区域化价值链权力结构转变。区域贸易协定、价值链重构与区域价值链权力的博弈正成为影响亚太区域未来走向的关键点。文章基于一国在亚太区域增加值流动中的相对影响力,界定了区域价值链权力的内涵并构建度量指标,运用理论与实证相结合的方法考察区域贸易协定对亚太区域价值链权力格局的影响。文章发现,RTA能够有效推动亚太区域价值链权力格局重构,这种促进作用可通过增强缔约国价值链规模优势、增大价值链嵌入程度实现,并受到国家价值链地位、对外开放程度和科技创新能力的异质性影响。中国应强化区域贸易协定战略布局、加强构建高标准区域贸易协定并大力发展新质生产力以促进国内国际双循环,进一步提升中国在亚太区域价值链中的竞争力和影响力。As regional value chain networks,shaped primarily by regional trade agreements(RTAs),emerge as a new dominant force driving economic re-globalization,the power landscape within global value chains is gradually shifting towards a more regionalized structure.The interplay between RTAs,value chain reconstruction,and power dynamics within regional value chains has become a crucial factor influencing the future trajectory of the Asia-Pacific region.Based on a country′s relative influence on the flow of value-added within the Asia-Pacific region,this paper defines the connotation of regional value chain power and constructs measurement indicators.Using a combination of theoretical and empirical methods,it examines the impact of RTAs on the power structure of the Asia-Pacific regional value chain and finds that RTAs can effectively promote the restructuring of this power structure.This promotion can be achieved by enhancing the scale advantages of value chains among signatory countries and increasing their degree of embedding in value chains.It is also influenced by heterogeneity factors such as a country′s position within the global value chain,degree of openness to the outside world,and technological innovation capabilities.China should strengthen its strategic layout of RTAs,build high-standard RTAs,and vigorously develop new quality productive forces to facilitate the domestic and international dual circulation strategy.By doing so,China can further enhance its competitiveness and influence within the Asia-Pacific regional value chain.
