摘　　要：中华人民共和国成立以来,防灾减灾救灾经历了单灾种应对、应急办统筹和新时代综合减灾的不同阶段,在体制机制改革和灾害应对实践方面积累了丰富的历史经验和时代成就。2018年应急管理机构改革以来,综合减灾在体系化的应急合力、同安全生产关系、改革推进平衡性、应急管理职责落实、综合性支撑保障、基层应急能力强化等方面还存在一系列问题有待进一步反思和解决。在健全国家应急管理体系和推进中国式现代化的宏伟蓝图下,新时代中国应急管理要更加注重系统集成,按照习近平总书记提出的“坚持、完善、建立、落实”方法论要求,推动综合减灾体系创新发展。Since the founding of the People's Republic of China,disaster prevention,reduction,and relief have gone through different stages of single disaster response,emergency office coordination,and comprehensive disaster reduction in the new era.Rich historical expe-rience and achievements have been accumulated in institutional reform and disaster response practice.Since the reform of emergency management institutions in 2018,there are still a series of issues that need to be further reflected upon and resolved in terms of the systematic emergen-cy joint force,the relationship with safety production,the balance of reform promotion,the im-plementation of emergency management responsibilities,comprehensive support and guarantee,and the strengthening of grassroots emergency capabilities in comprehensive disaster reduction.Under the grand blueprint of improving the national emergency management system and promo-ting Chinese style modernization,China's emergency management in the new era should pay more attention to system integration,and promote the innovative development of the comprehen-sive disaster reduction system in accordance with the methodological requirements of"adhering to,improving,establishing,and implementing"proposed by General Secretary Xi Jinping.
