摘　　要：进一步全面深化改革背景下,中央提出“深化城市安全韧性提升行动”,为推动韧性城市战略目标向治理行动的转化提供了重要遵循。本文立足于韧性城市高度系统性和复杂性的“抗解性”难题,揭示韧性城市治理的目标意蕴,以及从理念到系统性目标的演进过程。基于国内外理论与实践,构建韧性城市治理的多维行动框架,从主体、过程、空间、体系四个维度提出治理行动工具箱。以气候韧性城市建设为例,提出“央地协同与政策联动”的适应性转化机制,作为韧性城市从战略目标到政策行动的有效实现路径。本文旨在为未来韧性城市治理的系统集成与行动深化提供理论依据与实践指引。In the context of further comprehensive deepening of reform,the central government has proposed the“Enhancement of Urban Safety Resilience Action,”providing crucial guidance for transforming the strategic goals of resilient cities into governance actions.This paper,based on the“resilience”challenge of highly systemic and complex resilient cities,reveals the goal connotations of resilient city governance and the evolutionary process from concepts to systemic goals.Drawing on domestic and international theories and practices,it constructs a multi-dimensional action framework for resilient city governance,proposing a governance action toolbox from four dimensions:actors,processes,space,and systems.Finally,using climate-resilient city development as an example,the paper presents an adaptive transformation mechanism of“central-local collaboration and policy linkage”as an effective path for realizing the transformation from strategic goals to policy actions in resilient cities.This paper aims to provide theoretical foundations and practical guidance for the future system integration and deepening of resilient city governance.
