摘　　要：当前数据开放共享、融合利用的需求日益明显,随着数据壁垒的逐渐打破,公共数据协同利用进入全面实践阶段,数据要素市场呈爆发式增长,各公共数据相关领域对数据市场的发展充满期待。然而,随着数据跨领域流动和各类数据融合利用带来了诸多意想不到的治理困境,数据安全治理成为各部门的重要课题,尤其在政府、党政机关、研究机构、国企央企、互联网公司等围绕重要或大体量数据开展相关业务的部门显得尤为迫切。本文旨在探讨公共数据开放流动、融合利用过程中针对数据本身的安全治理问题,特别是数据要素全生命周期中关键环节的治理,聚焦元数据、过程数据、终端数据管理,数据可回溯性和数据校验容错方法等重点,探索防范数据风险的可行路径和实践模式。The demand for the open sharing and integrated utilization of current data is increasingly evident.With the gradual breakdown of data barriers,the collaborative utilization of public data has entered a comprehensive practical stage,and the data element market is experiencing explosive growth.Various fields related to public data are full of expectations for the development of the data market.However,the cross-domain flow of data and the integrated utilization of multiple data types have brought many unexpected governance dilemmas.Data security governance has become essential for various departments,especially those that carry out related businesses around important or large-scale data,such as governments,Party and government organs,research institutions,state-owned enterprises and central enterprises,and Internet companies.This paper aims to explore the security governance issues of the data itself in the process of the open flow and integrated utilization of public data,especially the governance of key links in the entire life cycle of data elements,focusing on key points such as metadata,process data,terminal data management,data traceability,and data verification and fault-tolerance methods,and to explore feasible paths and practical models for preventing data risks.
