韧性思维下的城市生命线建设与企业战略规划——一项基于城市排水管网领域的观察

摘　　要：随着城市化的快速发展以及气候变化和环境风险的影响,城市生命线管理面临着日益严峻的挑战,传统的工程思维在应对这些挑战时逐渐暴露出局限性。韧性思维的引入为城市生命线管理提供了新的变革思路,企业作为城市生命线建设的重要参与者,实现从工程韧性到适应韧性思维的转变,不仅有助于企业提升自身的竞争力和可持续发展能力,也为城市生命线系统的安全稳定运行和城市高质量发展提供了有力保障。通过对B企业在推进城市排水管网治理演变历程的分析,发现其既夯实了城市物理空间系统的基础设施韧性,也实现了生命线工程与城市社会系统韧性建设的内在统一,为企业延伸城市生命线建设的业务布局和战略转型提供了参考路径。从未来企业战略规划而言,推动城市生命线建设可以考虑全局谋划和整体统筹,一方面应完善以公共安全为导向的城市开发模式,实现以生命线工程为核心的“城市防线”的综合治理;另一方面,可尝试探索以城市品质提升为导向的精细化管理,推进城市安全和管理工作从物理环境系统向城市社会系统转变,通过创新城市管家服务模式以建设更加宜居、韧性、智慧的现代化城市。With the rapid development of urbanization and the impact of climate change and environmental risks,urban lifeline management faces increasingly severe challenges,and traditional engineering thinking has gradually exposed its limitations in dealing with these challenges.The introduction of resilience thinking provides a new way of thinking for urban lifeline management.As an important participant in the construction of urban lifelines,enterprises can achieve a shift from engineering resilience to adaptive resilience thinking,which not only helps enterprises improve their own competitiveness and sustainable development capabilities,but also provides a strong guarantee for the safe and stable operation of urban lifeline systems and high-quality urban development.Through the analysis of the evolution of enterprise B in promoting the governance of urban drainage pipe networks,it is found that it has not only consolidated the infrastructure resilience of the urban physical space system,but also achieved the inherent unity of lifeline engineering and urban social system resilience construction,providing a feasible path for enterprises to promote the business layout and strategic transformation of urban lifeline construction.From the perspective of future corporate strategic planning,promoting the construction of urban lifelines can take into account overall planning and overall coordination.On the one hand,we should improve the urban development model oriented towards public safety and realize the comprehensive management of the“urban defense line”with lifeline projects as the core;on the other hand,we can try to explore refined management oriented towards improving urban quality,promote the transformation of urban safety and management from physical systems to social systems,and innovate urban steward service models,so as to achieve the goal of building a more livable,resilient and intelligent modern city.
