摘　　要：随着全球经济向数字化转型,数据逐渐成为与土地、劳动力、资本、技术并列的重要生产要素。数据要素的合理流动和高效配置,对推动科技创新和产业升级起到至关重要的作用。该文从数据要素的独特特性与应用路径出发,系统探讨了构建统一的要素市场和资源市场的关键问题与解决路径。通过分析数据要素在科技创新和产业升级中的赋能作用,揭示了数据与资本、技术、劳动力等要素的协同效应,以及数据要素在促进高质量经济发展中的核心地位,为推动全国统一大市场建设与数字经济发展提供理论支撑和政策参考。As the global economy transitions to digital,data is becoming an important factor of production a-longside land,labor,capital,and technology.The rational flow and efficient allocation of data elements play a cru-cial role in promoting scientific and technological innovation and industrial upgrading.Based on the unique charac-teristics and application path of data elements,this paper systematically discusses the key problems and solutions of building a unified factor market and resource market.By analyzing the enabling role of data elements in scientific and technological innovation and industrial upgrading,the synergistic effect between data and capital,technology,labor and other elements is revealed,as well as the core position of data elements in promoting high-quality eco-nomic development,which provides theoretical support and policy reference for promoting the construction of a na-tional unified market and the development of digital economy.
