低瓦斯水工隧洞特殊工况变更组价探讨——以山西中部引黄西干线11号支洞为例

摘　　要：山西中部引黄工程西干线11号支洞带小断面正洞施工时遇到了煤层与原设计不符、掘进运输工况与招标阶段不符等情况。因水利工程无瓦斯定额,从已二衬段重新掘进无法会车等特殊情况,变更单价难以确定。实际使用钻爆工序借用煤炭井巷定额、运输工序实际签认工效降低系数类比水利定额(量、价分离)、瓦斯监测措施费用实际签认这一综合方法确定了变更单价。结果表明:采取部分工序跨行业定额套用结合实际工效降低系数等综合组价方法确定变更价格,可以解决一些工况特殊、无定额条件下合同双方成本加利润难以确定的问题,可以为类似工程提供借鉴案例。During the construction of the small-section main tunnel of the No.11 branch tunnel of the West Main Line of Shanxi Central Yellow River Diversion,discrepancies were encountered between the actual coal seams and the original design,as well as between the excavation and transportation conditions and those specified at the bidding stage.Due to the absence of gas-related quotas in water conservancy projects and special situations such as the inability to pass vehicles when re-excavating from the completed secondary lining section,it was challenging to determine the adjusted unit price.A comprehensive approach was adopted to address this issue,including applying coal mine tunnel quotas for drilling and blasting processes,referencing hydraulic engineering quotas(with separate quantity and price components)and actual signed efficiency reduction factors for transportation processes,and recognizing the actual signed costs for gas monitoring measures.The results indicate that using a combined pricing method,which integrates cross-industry quota application for specific processes with actual efficiency reduction factors,can effectively resolve cost and profit determination issues in contracts under special conditions without existing quotas.This method provides a valuable reference for similar projects.
