摘 要:海河流域水旱灾害频发,旱涝并存、旱涝交替、连旱连涝特征明显,干旱缺水与洪涝灾害严重威胁流域生态保护和经济社会高质量发展。海河流域地形和气候条件特殊,导致流域水旱灾害防御任务十分艰巨。回顾了海河流域防洪工程体系、雨水情监测预报体系、水旱灾害防御工作体系“三大体系”的现状,分析流域在防汛抗旱方面存在的主要问题,并针对这些问题和以往实际工作中的经验提出立法建议,以期为制定海河流域保护法提供参考。The Haihe River Basin frequently experiences water and drought disasters,characterized by concurrent droughts-flood events,as well as consecutive droughts or floods.Severe water shortages and flood disasters pose significant threats to ecological protection and high-quality socioeconomic development in the basin.The unique topography and climatic conditions of the Haihe River Basin make disaster prevention for both droughts and floods particularly challenging.This study reviews the current status of the"three major systems"in the basin:the flood control engineering system,rainfall and flood monitoring and forecasting system,and the drought and flood disaster prevention work system.It analyzes the main problems in flood and drought prevention within the basin and proposes legislative recommendations based on these issues and practical experience from past work.These suggestions aim to provide a reference for formulating the Haihe River Basin Protection Legislation.
