摘　　要：旨在研究如何有效实施《地下水管理条例》,以促进水行政执法工作的落实。通过对水行政执法基本概念和理论基础的分析,明确了水行政执法的基本概念、特征和内容,进一步研究了《地下水管理条例》的实施主体、对象和内容,揭示和提出了水行政执法在地下水领域存在的问题和对策。研究成果对于促进水行政执法工作的落实,保护地下水资源和维护水环境安全具有重要的实践意义。The purpose of this article is to study how to effectively implement the Groundwater Management Regulations to promote the implementation of water administrative law enforcement.Through the analysis of the basic concepts and theoretical basis of water administrative law enforcement,the basic concepts,characteristics and contents of water administrative law enforcement were clarified.The implementation subject,object and content of the Groundwater Management Regulations were further studied,and the problems and countermeasures of water administrative law enforcement in the field of groundwater were revealed and put forward.The research results of this article have important practical significance for promoting the implementation of water administrative law enforcement,protecting groundwater resources and maintaining water environment safety.
