北京城市河湖洪水调度的重点、难点和建议

摘　　要：北京中心城区是首都战略定位的集中承载地区,防洪排涝安全关系到首都安全稳定。针对“西蓄、东排、南北分洪”的调度原则,以北京市城市河湖主要防洪排水河道为例,分析洪水调度中的重点,总结受城市建设、气候变化、工程条件制约等因素造成的难点和问题,并从核算洪水流量、调度措施优化、完善工程措施等方面提出建议。The central urban area of Beijing is centralized bearing area of strategic positioning of the capital.The security of flood control and drainage is related to security and stability of the capital.Aiming at the dispatching principle of“storage in the west,drainage in the east,and flood diversion in the south and north”,taking the main flood control and drainage channels of urban rivers and lakes in Beijing as an example,the key points in flood dispatching were analyzed,the difficulties and problems caused by urban construction,climate change,engineering conditions and other factors were summarized,and some suggestions were put forward from the aspects such as flood flow accounting,optimization of dispatching measures and improvement of engineering measures.
