唯物辩证法视野下幸福汾河建设评价

摘  要:近年来,随着人为过度开发和气候水文条件的变化,汾河出现了水资源供需矛盾突出、生态系统退化、河道萎缩等问题。为实现流域人水和谐和永续发展,从唯物辩证法视野下的人与自然和谐共生的河流幸福观出发,构建包含安全畅流、资源优质、生态健康、环境宜居、文化弘扬、发展富民6个维度27个指标的幸福河评价指标体系,选用组合赋权G2-AEW法确定指标权重,建立半偏减法集对势(SSSPP)评价模型,按照各河段功能差异动态赋权,分析2016~2021年间汾河中下游幸福河建设水平并结合障碍度模型识别障碍因子。结果表明,汾河中下游段幸福河建设水平整体均呈上升态势,且中游幸福程度高于下游,其中,人均水资源占有指数、水土流失治理率、水质状况指数指标为影响中游段的主要障碍因子,水系连通性、平滩流量满足率、人均GDP指数指标为影响下游段的主要障碍因子,与汾河各段实际状况基本吻合,可为后续的幸福汾河建设指明方向和路径。In recent years,with human overexploitation and changes of climate and hydrological conditions,the Fenhe River has faced problems such as prominent contradictions in water resource supply and demand,ecosystem regression,and river channel shrinkage.In order to achieve harmonious and sustainable development of human and water in the tershed,wa-this article starts from the perspective of dialectical materialism and the concept of river happiness of harmonious coexistence between humans and nature,and constructs a Happy River evaluation index system that includes 27 indicators from 6 dimensions of safety and smooth flow,high-quality resources,ecological health,livable environment,cultural promotion,and development and prosperity of the people.The combination weighting G2-AEW method is used to mine deter-the weight of the indicators,and a semi-partial subtraction set pair potential(SSSPP)evaluation model is lished.estab-Taking the middle and lower reaches of the Fenhe River as an example,dynamic weighting is given based on the functional differences of each river section.The construction level of the Happy River from 2016 to 2021 is analyzed,and obstacle factors are identified by using obstacle degree model.The results show that the overall construction level of the Happy River in the middle and lower reaches of the Fenhe River is on the rise,and the happiness level in the middle ches rea-is higher than that in the lower reaches;The per capita water resource occupancy index,soil erosion control rate,and water quality index are the main obstacle factors affecting the middle reaches,while water system connectivity,flat beach flow satisfaction rate,and per capita GDP index are the main obstacle factors affecting the downstream sections.These indicators are basically consistent with the actual situation of each section of the Fenhe River,which can provide rection di-and path for the subsequent construction of the happy Fenhe River.
