摘　　要：技术创新是发展新质生产力的关键,政策支持技术创新是国际普遍经验。科创板是中国推进高新技术创新的重要战略支点。首先,按照技术进化逻辑构建技术创新政策支持体系:技术规模生成政策、技术自由流通政策和技术高效组合政策。随后,根据科创能力影响因素和科创属性,构建科创板企业技术创新能力指标体系,以566家科创板企业为样本,对财政补助、营商环境和上市融资与科创板企业技术创新能力进行回归分析和相关性检验。最后,按照技术进化逻辑构建三种可以长期推进高新技术创新的政策组合,并从政策支持方式、支持领域、支持地区、支持周期及支持力度等五个维度提出促进科技创新的发展建议。Technological innovation is the key to developing new quality productivity,and policy support for technological innovation is a universal international experience.The Science and Technology Innovation Board is an important strategic pivot for China to promote high-tech innovation.Firstly,this paper constructs a policy sup⁃port system for technological innovation based on the logic of technological evolution,including policies for tech⁃nology scale generation,technology free circulation,and technology efficient combination.Then,based on the in⁃fluencing factors and attributes of science and technology innovation capabilities,a technology innovation capabili⁃ty index system for science and technology innovation board enterprises was constructed.Using 566 science and technology innovation board enterprises as samples,this paper conducts regression analysis and correlation tests on financial subsidies,business environment,and listing financing with the technology innovation capabilities of science and technology innovation board enterprises.Finally,according to the logic of technological evolution,three policy combinations that can promote high-tech innovation in the long term are constructed,and develop⁃ment suggestions for promoting technological innovation are proposed from five dimensions including policy sup⁃port methods,support areas,support regions,support cycles,and support intensity.
