摘　　要：实施流域水资源统一调度、落实“电调服从水调”原则是维护流域高质量发展的重要手段。本文以塔里木河流域为研究对象,系统阐释流域落实“电调服从水调”管理办法的立法背景、症结问题和实施情况。以叶尔羌河为例,总结了流域内“电调服从水调”具体实施情况及其产生的效果;最后指出了当前落实流域“电调服从水调”管理办法核心挑战。研究成果对于提高流域水资源管理与利用水平具有重要的现实意义。Implementing unified water resources dispatch and enforcing the principle of“power dispatch obeying water dispatch”are essential measures for promoting high-quality development in river basins.Taking the Tarim River Basin as the study area,this paper systematically elaborates on the legislative background,key issues,and implementation status of the management approach of“power dispatch obeying water dispatch”.Using the Yarkand River as an example,it summarizes the specific implementation and effects of this principle within the basin.Finally,the core challenges in enforcing this management approach are identified.The research findings hold significant practical value for improving the management and utilization of water resources in the basin.
