摘  要:针对传统防洪调度方法难以寻找优化调度最优解的问题,本文创新性地提出了基于逐步寻优算法(POA)的防洪调度方法。以纳学水库为例,首先通过对水库基本情况的了解,采集预见期内的洪水预报信息;然后提出POA应用原理,建立水库防洪优化调度模型进行求解;最后验证模拟结果,评价POA在水库防洪调度中的应用效果。结果表明:洪水预报有效信息比洪水传播时滞多2个时段,至少要获取30h有效洪水预报信息才能够有效开展防洪预报优化调度,保障防洪安全;相比现行后汛期防洪调度规则,48h洪水预见期内实时预报优化调度策略提高削峰率约10%,防洪调度措施取得了良好的拦洪削峰效果。本文研究成果可为水库后汛期防洪调度研究提供精确的调度决策支持,具有较高的应用价值。In order to address the difficulty of finding the optimal solution in traditional flood control operation methods,this paper innovatively proposes a flood control dispatching approach based on the Progressive Optimization Algorithm(POA).Using the Naxue Reservoir as a case study,the research begins with an overview of the reservoir’s basic conditions and the collection of flood forecast data within the forecast period.Then,the principles of POA are introduced,and a reservoir flood control optimization model is established and solved.Finally,simulation results are validated to evaluate the effectiveness of the POA in reservoir flood control operations.The results show that:(1)the effective information from flood forecasting exceeds the flood routing time lag by two time intervals;at least 30 hours of valid flood forecast data are needed to implement effective flood control and ensure safety;(2)compared with current post-flood season flood control rules,the real-time forecast-based optimized dispatching strategy over a 48-hour forecast period improves the peak reduction rate by approximately 10%,demonstrating significant flood interception and peak-shaving effects.The findings provide accurate decision-making support for post-flood season reservoir flood control operations and have high practical value.
