内河通航水域水上新业态监管困境与对策探析

摘　　要：深度聚焦内河通航水域水上新业态监管难题,选取宁波余姚江水域作为典型样本展开全面且深入的剖析。通过系统阐述余姚江水域水上新业态活动的多元现状,细致分析当前已采取的监管举措及现存的主要问题。提出一系列具有针对性与可操作性的监管建议,旨在为内河通航水域水上新业态的高效监管提供坚实的理论参考与指导,保障水上活动安全,推动水上新业态健康、有序、蓬勃发展。Taking the waters of the Yuyao River in Ningbo as a typical sample for a comprehensive and in-depth analysis,this paper focuses on the challenges for the supervision of new water-based business forms in inland navigable waters and analyzes the supervision measures already taken and the main existing problems by describing the multielement status of new water-based business forms activities in the Yuyao River waters.Based on the above,this paper proposes a series of targeted and operational supervision suggestions,aiming to provide a solid theoretical reference and guidance for the efficient supervision of new water-based business forms in inland navigable waters,thereby ensuring water activity safety and promoting the healthy,orderly,and vigorous development of new water-based business forms.
