摘 要:在黄浦江等游览船密集水域,船舶燃料供受作业风险重重。通过文献研究、案例剖析和数据统计,挖掘现有作业风险点,围绕通航与气象条件,探究安全时间窗口选择。研究发现,合理安排作业时间、强化监测预警、提升人员安全及应急能力是保障作业安全的核心。同时,提出相关选择安全时间窗口的标准与建议以提升作业的安全性和效率。In waters with a high density of tourist ships such as the Huangpu River,there are many risks in ship fuel supply operations.Based on literature research,case analysis and data statistics,this article explores the existing operation risk points and investigates the selection of safety time window around the navigation and meteor conditions.It is found that to arrange the operation time reasonably,strengthen monitoring and early warning,and enhance personnel and emergency capacity is the core for ensuring the safety of the operation.In addition,this article puts forward the standards and suggestions for selecting the safety time window,which is committed to improving the safety and efficiency of the operation.
