城市国际化背景下杭州市大型体育赛事发展的价值解析、现实困境与实践路径

摘　　要：研究运用文献资料、逻辑演绎等方法,以杭州市城市国际化发展规划为理论框架,重点释析大型体育赛事在城市国际化进程中的价值,提出城市国际化背景下杭州市大型体育赛事发展的现实困境与实践路径。研究认为,大型体育赛事发展的价值:促进城市产业结构升级,提高产业国际化水平;带动环境综合治理,营造宜居城市环境;完善公共服务体系,促进公共服务国际化;彰显城市特色文化,加速文化国际交融。现实困境:大型体育赛事举办经验相对不足;专业人才方面存在明显的短板;国际门户枢纽地位有待提高;体育产业与相关产业融合亟待加强。在此基础之上,依据《杭州市城市国际化促进条例》,从产业国际化、城市环境国际化、公共服务国际化、文化国际交流融合四个方面,提出城市国际化背景下杭州市大型体育赛事发展的实践路径:继续引育国际顶级体育赛事;培育成熟体育赛事运营公司;打造国际知名体育俱乐部;持续推进“体育+”产业深度融合;坚持绿色办赛理念;完善场馆的规划运营管理;加快城市交通枢纽建设;将体育纳入城市国际化发展战略;制定人才政策,吸引培养专项体育人才;推进数字赋能城市发展;以“体”为媒,加强国际交流;深入发掘历史文化遗产,弘扬中国文化。This study uses literature and logical deduction methods to take Hangzhou's urban internationalization development plan as the theoretical framework,focuses on the value of large-scale sports events in the process of urban internationalization,and puts forward the practical dilemma and practical path of the development of large-scale sports events in Hangzhou under the background of urban internationalization.The study believes that the value of the development of large-scale sports events is to promote the upgrading of urban industrial structure and improve the level of industrial internationalization;Promote comprehensive environmental management and create a livable urban environment;improve the public service system and promote the internationalization of public services;Highlight the city's characteristic culture and accelerate the international integration of culture.Practical dilemma:relatively lack of experience in holding large-scale sports events;There are obvious shortcomings in terms of professional talents;The status of the international gateway hub needs to be improved;The integration of the sports industry and related industries needs to be strengthened urgently.On this basis,combined with the characteristics of Hangzhou's urban development,this paper proposes a practical path for the development of large-scale sports events in Hangzhou under the background of urban internationalization from four aspects:industrial internationalization,urban environment internationalization,public service internationalization,and cultural international exchange and integration:continue to introduce international top sports events;Cultivating mature sports event operating companies;To build an internationally renowned sports club;continue to promote the in-depth integration of the"sports+"industry;Adhere to the concept of green competition;improve the planning,operation and management of venues;accelerate the construction of urban transportation hubs;Integrate sport into the city's international development strategy
