政策文本视角下我国残疾人体育高质量发展的逻辑理路、现实困境与经验启示

摘　　要：运用文献资料、专家访谈等方法,以残疾人体育政策文本为视角,概括其发展逻辑,分析发展困境,总结经验启示,为其发展提供理论与实践参考。研究认为:1.残疾人体育发展要遵循党的领导的历史逻辑,以人民为中心的理论逻辑和与时俱进的实践逻辑。2.残疾人体育面临社会认知不足、人才短缺、市场不景气和政策落实差异等问题。3.要实现残疾人体育事业高质量发展,需坚持中国特色目标、包容普惠模式、赋权增能理念和残健共融格局。Using literature,expert interviews and other methods,the study takes the policy text of sports for the disabled as a perspective,outlines its development logic,analyzes the development dilemma,summarizes the experience and insights,and provides theoretical and practical references for its development.The study concludes that:1.The development of sports for the disabled should follow the historical logic of party leadership,the theoretical logic of people-centeredness,and the practical logic of advancing with the times.2.Sports for persons with disabilities face problems such as insufficient social awareness,shortage of talents,market downturn and differences in policy implementation.3.To realize the high-quality development of sports for persons with disabilities,it is necessary to adhere to the goal of Chinese characteristics,inclusive and universal model,empowerment concept and the pattern of integration of persons with disabilities and health.
