摘　　要：产业结构低碳优化和碳减排责任划分是完成“双碳”目标的重要工作,从产业关联和隐含碳流动视角综合分析各行业碳排放对区域碳排放及经济发展的影响,是对基于直接碳排放量的传统低碳产业规划方法的进一步完善。论文以重庆为例,通过多区域投入产出模型,测算产业碳转移规模、隐含碳生产率,分别从全国和区域层面绘制了隐含碳网络图谱,划分国内隐含碳流动板块,刻画产业部门关联特征并识别重庆关键核心部门。研究表明,重庆国内碳转移网络中属于“净受益者”,重庆产业碳关联的核心部门为化学制品业、金属冶炼与压延加工业、电力热力生产供应业、交通运输与仓储邮政业,在制定碳减排政策时,应综合考虑以上行业的碳排放情况以及对其他行业的贡献与支持。Low-carbon industrial structure optimization and carbon emission responsibility allocation are crucial tasks for achieving the dual carbon goals.This study analyzes the impact of carbon emissions from various industries on regional carbon emissions and economic development from the perspective of industrial linkages and embodied carbon flows,further refining the traditional low-carbon industrial planning method based on direct carbon emissions.Using Chongqing as a case study,the paper employs a multi-regional input-output model to measure the scale of carbon transfer and embodied carbon productivity.It maps the embodied carbon network at both national and regional levels,identifies domestic embodied carbon flow sectors,characterizes industrial linkages,and pinpoints key core sectors in Chongqing.The research shows that Chongqing is a“net beneficiary”in the domestic carbon transfer network,and the core sectors related to industrial carbon in Chongqing are chemical products industry,metal smelting and rolling industry,electric power and heat production and supply industry,transportation,storage and postal industry.When formulating carbon emission reduction policies,the carbon emission of the above industries and their contribution and support to other industries should be comprehensively considered.
