摘　　要：乡镇政府是应急管理工作中最重要的组织者、实施者和监督者,承担着保障一方平安、维护社会稳定的重要职责。本研究以Y镇为研究对象,通过文献梳理、实地调研与访谈,发现Y镇隐患排查工作存在盲区、突发事件监测预警方法落后、应急处置基层救援缺乏精准指挥、应急科普范围不全面、信息披露机制缺失等问题。针对此问题,本文提出了规范Y镇新兴工艺风险管理与培训;多部门联合检查统筹协调;应急管理智慧平台一体化建设;加强公共应急设施的投入与建设;拓展应急科普范围,定期开展多灾种叠加的综合应急演练;加强基层救援队伍能力建设,推动应急管理专业人才培养;完善公共事件信息公开与舆情引导机制等优化对策,为基层政府完善应急体系和应急机制路径优化,提供了理论参考和借鉴。The township governments are the most important organizers,implementers,and supervisors in emergency management work,responsible for ensuring local safety and maintaining social stability.This study takes Y town as the research object.Through literature review,field research and interviews,it is found that there are blind spots in the hidden danger investigation work,outdated methods for monitoring and warning,lack of precise command in response and rescue,incomplete scope of emergency science popularization,and lack of information disclosure mechanism.In response to this problem,this article proposes to standardize the risk management and training of emerging processes;Multi departmental joint inspection and coordination;Integrated construction of emergency management intelligent platform;Strengthen investment and construction of public facilities;Expand the scope of emergency science popularization and regularly conduct comprehensive emergency drills with multiple types of disasters overlapping;Strengthen grassroots rescue teams’capacity and promote emergent talent training;The improvement of public event information disclosure and public opinion guidance mechanisms.They provide theoretical reference and inspiration for grassroots governments to improve emergency systems and optimize emergency mechanism paths.
