生态文明视域下造纸企业污染治理问题研究

摘　　要：在可持续发展理念指导下,造纸工业必须贯彻生态优先战略,构建环境友好型生产体系。本研究表明,当前我国造纸行业主要存在制浆废水、废气排放及固体废弃物三类污染源。通过调研分析发现,企业在污染治理过程中面临技术落后、成本投入不足及监管机制不健全等制约因素。基于此,建议从以下维度优化治理路径:首先,加大污染物减量化技术研发投入,推进超滤膜处理等先进工艺的应用;其次,积极探索热电联产等循环经济模式,提升资源利用效率;再次,构建产业园区协同治理机制,实现污染物的集中处置与资源化利用,最终促进造纸工业向绿色低碳方向转型发展。Under the guidance of the sustainable development concept,the papermaking industry must implement an ecological priority strategy and build an environmentally friendly production system.This study shows that the current papermaking industry in China mainly has three types of pollution sources:pulp wastewater,waste gas emissions,and solid waste.Through research and analysis,it is found that enterprises face constraints such as outdated technology,insufficient cost investment,and an incomplete supervision mechanism in the process of pollution control.Based on this,it is suggested to optimize the governance path from the following dimensions:First,increase investment in the research and development of pollutant reduction technologies and promote the application of advanced processes such as ultrafiltration membrane treatment;second,actively explore circular economy models such as combined heat and power generation to improve resource utilization efficiency;third,build a collaborative governance mechanism in industrial parks to achieve centralized disposal and resource utilization of pollutants,and ultimately promote the transformation and development of the papermaking industry towards a green and low-carbon direction.
