新经济背景下传统造纸产业循环经济发展战略研究

摘　　要：新经济正在改变着我国产业的发展格局与趋向,成为推动我国产业发展的主引擎。在此背景下,造纸产业应牢牢把握产业发展机遇,发展循环经济,推动产业经济迈上新台阶。基于此,简述了新经济背景下我国传统造纸产业发展新趋向,分析了传统造纸产业发展循环经济的必要性。我国传统造纸产业循环经济发展模式已较为成熟,主要有林纸一体化模式、工业园区模式、废纸回用模式等,但产业循环经济发展中依旧存在不少问题,对此提出传统造纸产业循环经济发展战略,主要在于加大科技投入、推进清洁生产、完善制度体系等,这对促进造纸行业的可持续发展具有现实意义。The new economy is changing the development pattern and trend of our country's industry,becoming the main engine that propels our country's industrial development.In this context,we should firmly grasp the opportunity of industrial development,develop circular economy to promote China's paper industry economy to a new level.Based on this,the paper briefly describes the new development trend of traditional papermaking industry in China under the background of new economy,and analyzes the necessity of developing circular economy of traditional papermaking industry.China's traditional paper industry circular economy development model has been relatively mature,mainly forest paper integration model,industrial park model,waste paper recycling model,but there are still many problems in the development of industrial circular economy,this paper puts forward the traditional paper industry circular economy development strategy,mainly in increasing science and technology investment,promoting clean production,complete system system,etc.This is of practical significance to the sustainable development of the paper industry.
