摘　　要：随着数字经济的迅速发展,科技金融风险的跨部门传播问题日益突出。区块链凭借其去中心化、不可篡改等特性,能有效解决风险跨部门传播中的信息失真和操作风险等问题,提升风险管控能力;智能合约等功能能强化实时监控和管理水平,为跨部门风险管理提供新路径。在探讨科技金融风险传播渠道,分析区块链技术应用潜力的基础上,提出区块链技术应用于科技金融风险跨部门传播治理的路径,包括构建科技金融风险管理平台、推广智能合约应用、建立跨部门的区块链联盟等。为应对科技金融风险的跨部门传播挑战,从构建政府、企业与科技的协同合作联动机制,对现有联动政策进行评估,积极吸收国外科技金融风险传播治理经验,完善相关法律法规等方面提出协同治理的政策建议。With the rapid development of the digital economy,the issue of cross-departmental dissemination of technology financial risks has become increasingly apparent.Blockchain s decentralized and immutable characteristics efficiently eliminate information distortion and operational hazards in cross-departmental dissemination,while also improving risk management and control capabilities.Simultaneously,features like smart contracts provide a fresh way to cross-departmental risk management,enhancing real-time monitoring and management levels.On the basis of exploring the dissemination channels of technology financial risks and analyzing the potential for the application of blockchain technology,this paper proposes some pathways for the application of blockchain technology to the governance of the cross-departmental dissemination of technology financial risks,such as creating a risk management platform of scientific and technological innovation finance,promoting the application of smart contracts,and establishing blockchain alliances among departments.To address the challenges associated with the cross-departmental dissemination of technology financial risks,policy recommendations for collaboration governance are proposed:focusing on the establishment of a cooperative linkage mechanism among government,enterprises,and technology;assessing current linkage policies;actively incorporating international best practices in the governance of such risks;and enhancing the supporting policies of relevant laws and regulations.
