新质生产力赋能社会治理现代化:内在逻辑与实践路径

摘　　要：围绕人才支持、数字技术赋能和资源配置优化三个方面,新质生产力和社会治理现代化实现了耦合式发展,而公共服务高质量发展在其中起到了中介作用。根据耗散结构理论,新质生产力、社会治理现代化和公共服务高质量发展在社会经济系统中相互作用,形成三种作用机制,共同推动着社会进步。当前,新质生产力赋能社会治理现代化的过程还存在动力供给、规则转变、技术落地三大阻滞因素,基于此,以“智—质—治—参”为主轴,提出培育新生代治理力量、打造更高效的治理体系以及构建更具公共价值的治理格局三条路径,以期促进新质生产力有效赋能社会治理现代化,满足人民日益增长的美好生活需要。Focusing on the three aspects of talents support,digital technology empowerment and resource allocation optimization,a synergistic advancement in new quality productive forces and social governance modernization has been realized,and high-quality development of public services plays an intermediary role in this process.According to the dissipative structure theory,new quality productive forces,social governance modernization,and high-quality development of public services interact within the socio-economic system to create three mechanisms of action that jointly promote social advancement.Currently,there are still three major obstacles in the process of empowering social governance modernization with new quality productive forces:the supply of power,the transformation of rules,and the landing of technology.In view of this,under the framework of“intelligence-quality-governance-participation”as the main axis,from three different perspectives,it is proposed to cultivate new governance professionals,build a more efficient governance system,and create a governance pattern with greater public value,thereby promoting new quality productive forces to effectively empower social governance modernization and meeting the people s growing demands for a better life.
