摘　　要：科技金融处于建设金融强国五篇金融大文章的领衔地位,科学合理地编制科技金融发展指数是加快建设金融强国背景下科技金融及其效应拓展研究领域的现实需求。从科技金融供给侧视角出发,构建包括公共科技金融、市场科技金融以及七个二级子维度的多层次综合指标体系,通过多渠道搜集数据,采取客观与主观相结合的等比次序赋权法,统计测度2013—2022年省级层面的科技金融发展指数,全方位地讨论中国科技金融发展的时空演化格局。研究发现,科技金融发展指数呈稳步增长趋势,公共科技金融与市场科技金融协同前进,科技金融发展指数呈现出多发展极的尖峰右偏拖尾分布特征、东中西部梯次递减与扩散特征、“南快北慢”与向更高水平非均衡发展的演化特征。上述研究结论的政策启示是强化政策引领与市场协同、因地制宜、“以评促建”推动科技金融高质量发展。In the context of constructing a financial powerhouse,fintech maintains a leading role among the five major financial initiatives—financial technology,green finance,inclusive finance,pension finance,and digital finance.Developing a scientifically sound fintech growth index is a practical necessity for expanding research regarding fintech and its effects,thereby accelerating the development of a strong financial nation.This study commenced from the supply-side perspective of fintech,and a multi-tier comprehensive indicator system was constructed.This system includes public and market-driven fintech,as well as seven secondary subdimensions.Data were gathered through multiple channels,and a geometric proportional weighting method combining objective and subjective elements was utilized to calculate the provincial fintech growth index for the period 2013-2022.This comprehensive approach facilitated a discussion on the spatiotemporal evolution pattern of China's fintech development.The findings revealed a steady upward trend in the fintech growth index,with public and market-driven fintech advancing in a coordinated manner.The index exhibited a multipolar development pattern characterized by a sharp peak and right-skewed tail distribution,a spatial gradient decline from eastern to central to western regions accompanied by diffusion effects,and a“faster in the south,slower in the north”dynamic,evolving toward a higher-level but increasingly uneven development trajectory.The policy implications of these findings emphasize the need to strengthen policy guidance and market collaboration,adopt region-specific strategies,and promote the high-quality development of fintech through evaluation-driven improvements.
