摘 要:风云气象卫星是我国重要的空间基础设施之一。科学准确地评估风云气象卫星取得的效益,不仅对于提升我国气象卫星应用服务能力具有重要意义,也为国家在气象卫星工程项目投资决策上提供重要依据。通过分析风云气象卫星数据在气象防灾减灾、气候应用、生态文明建设气象保障、大气环境监测及空间天气监测等气象服务领域的应用,建立风云气象卫星信息价值链,并沿着该价值链定量评估风云气象卫星数据在整个信息传递过程中产生的经济价值。通过构建风云气象卫星效益评估指标体系和风云气象卫星效益评估模型,利用专家调查法和层次分析法,评估风云气象卫星观测数据在不同气象应用服务中的贡献率,并结合气象应用服务经济效益评估,计算出风云气象卫星2019年度取得的经济效益为313.44亿元人民币。再根据2019年当年和近10年风云气象卫星工程平均年投资额,初步得出风云气象卫星工程的投入产出比约为1∶30~1∶41。Fengyun meteorological satellites are one of the most important space infrastructures in China.Scientifically and accurately evaluating the benefits achieved by Fengyun meteorological satellites is not only of great significance for enhancing China’s meteorological satellite application and service capabilities,but also provides an important basis for national investment decision-making in meteorological satellite projects.By analyzing the application of Fengyun meteorological satellites’data in meteorological disaster prevention and mitigation,climate application,ecological civilization construction,atmospheric environment monitoring and space weather monitoring,we establish an information value chain of Fengyun meteorological satellites in this paper.Along this value chain,the socio-economic benefits generated by Fengyun meteorological satellites during the entire information transfer process is quantitatively evaluated.By constructing the socio-economic benefits evaluation index system and benefits evaluation model of Fengyun meteorological satellites,and using the expert survey method and the analytic hierarchy process,we evaluate the contribution rate of Fengyun meteorological satellites’data in different meteorological application services.Combined with the socio-economic benefits of meteorological application services,it is calculated that the socio-economic benefits obtained by Fengyun meteorological satellites in 2019 was 31.344 billion yuan(CNY).Then,based on the average annual investment in the Fengyun meteorological satellite project in 2019 and in the past 10 years,it is preliminarily concluded that the input-output ratio of the Fengyun meteorological satellite project is about 1∶30—1∶41.
