摘　　要：为推动粤东西北不发达地区立足各自的功能定位和资源禀赋,实现更高水平的农村高质量发展,该文基于前期研究成果构建的包含“创新、协调、绿色、开放、共享”5个基本维度的经济不发达地区——粤东西北农村高质量发展评价指标体系,采用模糊粗糙集理论赋权,然后针对粤东西北12个城市进行测度与评价。该文基于河源市提出粤东西北不发达地区重塑新质生产力的可行性建议。In order to promote the underdeveloped areas in eastern and western Guangdong to achieve a higher level of high-quality rural development based on their respective functional positioning and resource endowments,this paper builds an evaluation indicator system for high-quality rural development in eastern and western Guangdong based on previous research results and includes five basic dimensions:"innovation,coordination,green,openness,and sharing".The economically underdeveloped areas in eastern and western Guangdong are used to empower people using fuzzy rough set theory,and then measured and evaluated 12 cities in eastern and western Guangdong.Based on Heyuan City,it puts forward feasible suggestions for reshaping new quality productive forces in underdeveloped areas in northwest and northwest Guangdong.
