摘　　要：针对露天煤矿外委单位及人员管理工作难度高、工作量大等问题,基于伊敏露天煤矿现行工作制度,提出了融合“隐患违章安全生产责任评估”安全管理体系,研发了涵盖安全驾驶舱、外委信息管理、教育培训、隐患及违章通报、安全积分考核功能的伊敏露天煤矿外委人员安全风险管控平台。介绍了伊敏露天煤矿外委人员管控流程,详细阐述了管控平台架构设计和关键技术。实际应用表明,管控平台实现了外委单位及人员入矿的全流程审核、建立了外委单位及人员的综合考核方法,平台能有效降低外委单位及人员信息的工作难度,可实时掌握外委单位作业风险情况,有效提升露天煤矿外委单位及人员作业管理水准。In response to the challenges of high difficulty and heavy workload in managing outsourcing units and personnel in open-pit coal mines,this study proposes a safety management system integrating“hidden hazards,violations,and safety production responsibility evaluation”based on the current working system of Yimin Open-pit Coal Mine.A safety risk management and control platform for outsourcing personnel in Yimin Open-pit Coal Mine has been developed,which covers the functions of safety cockpit,outsourcing information management,education and training,hidden dangers and violations notification,and safety points assessment.The paper introduces the management process for outsourcing personnel at Yimin Open-pit Coal Mine and elaborates on the platform’s architecture design and key technologies.The application results show that the platform can effectively reduce the difficulty of information of outsourced units and personnel,grasp the operational risk situation of outsourced units in real time,and effectively improve the operational management level of outsourced units and personnel in open-pit mines.
