摘　　要：推动我国东北振兴与俄罗斯远东开发的战略对接,开辟陆海新通道,建设“冰上丝绸之路”,是我国“向北开放”“向海发展”的题中之义。我国东北与俄罗斯远东腹地相连,可通往日本海、鄂霍次克海和北冰洋,中俄两国在该区域具有广阔的合作发展空间。与此同时,世界百年未有之大变局加速演进,中美俄博弈竞争加剧,中俄两国关系处于历史最好时期。应抓住这一有利契机,全面谋划和构建我国东北方向对俄陆海联运通道体系,共同应对美西方带来的封锁、打压,并通过建设对俄陆海联运通道,进一步促进东北亚经济一体化进程。着眼于三个海洋方向——日本海、鄂霍次克海和拉普捷夫海,探析在现有基础上,立足重点领域,解决当前问题,提出开辟并巩固完善五条陆海联运通道的构想,旨在进一步深化党的二十届三中全会提出的“优化区域开放布局”“提高中西部和东北地区开放水平,加快形成陆海内外联动、东西双向互济的全面开放格局”。Promoting the strategic synergy of the revitalization of Northeast China and the development of the Russian Far East,opening up a new land-sea corridor,and jointly building the"Polar Silk Road"is an essential part of China's"opening up to the north"and"developing towards the sea".The northeastern part of China is adjacent to the hinterland of Russia's Far East and has access to the Sea of Japan,the Sea of Okhotsk and the Arctic Ocean.China and Russia have broad space for cooperative development in this area.Meanwhile,the world is undergoing accelerating changes unseen in a century,the game competition among China,the United States and Russia is intensifying and the relations between China and Russia are at their best in history.We should seize this favorable opportunity to comprehensively plan and build a land-sea combined transportation corridor system in the northeastern direction of China towards Russia,jointly cope with the blockade and suppression imposed by the United States and the West,and further facilitate the economic integration process in Northeast Asia by building the land-sea combined transportation corridor to Russia.This paper focuses on three marine directions,the Sea of Japan,the Sea of Okhotsk,and the Laptev Sea.It explores,on the existing basis and by concentrating on key areas,how to address current issues.It puts forward the conception of opening up,consolidating,and improving five land-sea combined transportation corridor,aiming to further deepen the"optimization of regional opening-up layout"and"enhancement of the openness level of the central,western and northeastern regions,as well as the acceleration of the formation of all-round opening up pattern by building connections with other countries over land and sea while creating synergy between its eastern and western regions"proposed at the third plenary session of the 20th CPC Central Committee.
