发展战略性新兴产业促进新质生产力发展——以中国(广西)自贸试验区为例  

Developing Strategic Emerging Industries to Promote the Development of New Quality Productive Forces——Taking China(Guangxi)Pilot Free Trade Zone as an Example

摘　　要：谋划部署和引领发展战略性新兴产业是我国加快形成新质生产力的重要着力点,是实现产业转型升级和高质量发展的关键所在,更是面向未来构筑国家竞争新优势的战略制高点。首先对新质生产力的内涵特征和战略性新兴产业的关系进行了理论分析;其次,从应有之义、必然选择和现实需求三方面阐述了自贸试验区在发展战略性新兴产业培育新质生产力上有更大的担当作为;再次,以中国(广西)自贸试验区三大片区为例,从产业总量、产业链条、产业技术和政策扶持四方面为落脚点,指出中国(广西)自贸试验区在发展战略性新兴产业存在的主要问题,总结未来三大片区发展战略性新兴产业的重点领域;最后,结合新质生产力的内涵和三大片区战略性新兴产业发展需求,从激活存量、培育增量,补链条、聚集群,鼓励创新、推广成果,谋发展、优政策等四方面提出了对策建议。Planning,deploying and leading the development of strategic emerging industries is an important focus point for China to accelerate the formation of new quality productive forces,which is the key to realizing industrial transformation and upgrading and high-quality development,and is a strategic high point for fostering new advantages in national competition in the future.In this regard,the article firstly makes a theoretical analysis on the relationship between the characteristics for connotation of the new quality productive forces and the strategic emerging industries;Secondly,it elaborates from the three aspects of integration to our effort,inevitable choice and realistic demand that the Pilot Free Trade Zone plays a greater role in the development of the strategic emerging industries and cultivation of the new quality productive forces;Thirdly,it takes the three large areas of the Pilot Free Trade Zone(Guangxi)of China as an example and takes four aspects as the footing:the total amount of industries,the industrial chain,the industry technology and policy support,points out the main problems of China(Guangxi)Pilot Free Trade Zone in the development of strategic emerging industries,and summarizes the key fields of the three large areas in the development of strategic emerging industries in the future;Finally,combined with the connotation of the new quality of productive forces and the three large areas of the development needs of strategic emerging industries,countermeasures and suggestions are put forward in four aspects,such as activating stock and cultivating increment,mending chains and gathering group,encouraging innovation and promoting achievements,pursuing development and optimizing policies.
