摘　　要：哈尔滨市发展冰雪经济既有历史积淀,也有资源、产业以及对外合作等方面的优势,尤其2025年举办亚冬会,更为哈尔滨发展冰雪经济提供了重大发展机遇。哈尔滨发展冰雪经济不仅是促进地方经济社会发展重要举措,也是落实习近平主席“冰天雪地也是金山银山”发展理念的生动实践。目前哈尔滨发展冰雪经济还存在着产业融合度低、人才缺乏及龙头企业少等不利条件,未来发展冰雪经济要更多地在发展模式、发展路径、产业政策及国际合作等方面综合发力,使冰雪经济成为促进哈尔滨经济全面发展的重要因素。Harbin's development of ice and snow economy not only has historical accumulation,but also has advantages in resources,industries and foreign cooperation.Especially the Asian Winter Games in 2025 provides significant development opportunities for Harbin's development of ice and snow economy.Harbin's development of ice and snow economy is not only an important measure to promote local economic and social development,but also a vivid practice to implement the concept that"Ice and snow is also gold mountains and silver mountains".Currently,the development of ice and snow economy in Harbin also has adverse conditions such as low industrial integration,lack of talents and few leading enterprises.In the future,the development of ice and snow economy should make more comprehensive efforts in the development modes,development paths,industrial policies and international cooperation,so that ice and snow economy will become an important factor to promote comprehensive development of Harbin's economy.
