中美生产性服务贸易国际竞争力比较研究——基于全球价值链视角

摘　　要：随着我国制造业大国地位的提升,如何构建高质量生产性服务全球价值链成为制约我国全球服务贸易发展的重中之重的问题。不同于传统贸易统计方法,构造基于增加值的生产性服务贸易显示性比较优势指标(RCA_VA)与生产性服务贸易竞争力指数(TC_VA),可避免中间价值重复计算。美国是中国重要贸易伙伴国之一,也是生产性服务贸易强国,因此利用UIBE数据库中美生产性服务贸易2005-2018年的增加值数据,对中美两国整体的生产性服务贸易国际竞争力进行测算分析。研究表明:基于增加值计算的中国生产性服务贸易国际竞争力与美国相比始终处于比较劣势,主要影响因素有全球价值链位置指数(GVCPs),GVCPs的提升对我国生产性服务贸易的国际竞争力增加有显著正向作用。最终提出加大技术创新活动投入,提高自主研发能力和技术创新研究成果转化率,加快我国制造业贸易转型升级,推动我国生产性服务业全球价值链地位攀升,构建中国高质量生产性服务全球价值链等建议。With the promotion of China's status as a manufacturing power,how to build a global value chain of high-quality productive services has become the most important issue that restricts the development of China's global service trade.Different from the traditional trade statistics method,it can avoid double calculation of intermediate value by constructing the revealed comparative advantage index(RCA_VA)and the competitiveness index(TC_VA)of producer services trade based on added value.The United States is one of China's important trading partners,and it is also a powerful country in producer services trade.Therefore,using the added value data of producer services trade between China and the United States from 2005 to 2018 in UIBE database,this paper calculates and analyzes the overall international competitiveness of producer services trade between China and the United States.The research shows that the international competitiveness of China's producer service trade based on added value is always in a comparative disadvantage compared with that of the United States,and the main influencing factor is the global value chain position index(GVPS).The promotion of GVPS has a significant positive effect on the international competitiveness of China's producer service trade.Finally,some suggestions are put forward,such as increasing investment in technological innovation activities,improving independent research and development capacity and the transformation rate of technological innovation research results,accelerating the transformation and upgrading of China's manufacturing trade,promoting the status of China's producer services in the global value chain,and building a global value chain of high-quality producer services in China.
