摘　　要：城乡融合发展是中国式现代化的必然要求,是乡村全面振兴的必由之路。西藏开启全面建设社会主义现代化新征程,推进城乡融合发展势在必行。文章在马克思恩格斯关于城乡关系论述的基础上,对与研究相关的“二元”经济和“非典型二元结构”理论进行综述,系统性描述我国城乡关系理论的演进历程和城乡融合发展的理论内涵。文章指出,西藏城乡关系历经从“城乡一体”到“城乡分离”再到“加速融合”的过程,在产业结构、城乡结构和城乡差距上存在异质性,“非典型二元结构”仍是西藏城乡关系的突出特点。文章提出西藏城乡融合的实现路径,坚持新型城镇化和乡村振兴有机结合,完善城乡融合发展体制机制,率先破除县域城乡二元结构,加快宜居宜业和美乡村建设,促进城乡间的要素平等交换双向流动和公共资源均衡高效配置,实现城乡共同繁荣发展。The integrated development of urban and rural areas is an inevitable requirement of Chinesestyle modernization and the only way to achieve comprehensive rural revitalization.As Xizang embarks on a new journey of building a socialist modern country in all respects,it is imperative to promote the integrated development of urban and rural areas.Based on the discussions on urban-rural relations by Marx and Engels,this article presents the relevant theories of"dual"economy and"atypical dual structure",and systematically describes the evolution process of the theory of urban-rural relations in China and the theoretical connotations of the integrated development of urban and rural areas.The article points out that the urban-rural relations in Xizang have gone through the process from"urban-rural integration"to"urban-rural separation"and then to"accelerated integration",and there are heterogeneities in the industrial structure,urban-rural structure and urban-rural gap.The"atypical dual structure"remains a prominent feature of the urban-rural relations in Xizang.The article proposes the realization path of urban-rural integration in Xizang,adhering to the organic combination of new urbanization and rural revitalization,improving the institutional mechanisms for the integrated development of urban and rural areas,taking the lead in breaking the urbanrural dual structure at the county level,accelerating the construction of livable,business-friendly and harmonious rural areas,promoting the equal exchange and two-way flow of factors between urban and rural areas and the balanced and efficient allocation of public resources,so as to achieve the common prosperity and development of urban and rural areas.
