粤港澳大湾区产业融合助推体育产业高质量发展:作用机制、现实困境与实现路径

摘　　要：在国家政策和大湾区规划的指引下,粤港澳大湾区(简称“大湾区”)体育产业正围绕着“产业融合”构建高质量发展新格局。该研究采用文献资料、逻辑分析等方法,在厘清大湾区产业融合与体育产业高质量发展的内涵与逻辑关系的基础上,构建了大湾区产业融合助推体育产业高质量发展的作用机制,即通过资源整合、要素渗透、市场叠加、业态耦合与规制创新,促进体育产业资源配置优化、产业能级提升、市场空间拓展、业态融合创新与保障体系完善,进而推动体育产业发展的动力变革、效率变革与质量变革,实现体育产业高质量发展。大湾区产业融合助推体育产业高质量发展困境主要表现在产业融合层次较浅、区域联动发展乏力、体制机制保障不够、人才结构性短缺、龙头企业带动能力不强等方面。据此,提出了大湾区产业融合助推体育产业高质量发展的实现路径:优化顶层设计,完善产业融合体制机制;强调需求驱动,明确产业融合方向;深化数字技术和人才赋能,加快高端要素集聚与流动;培育龙头企业,增强产业融合驱动力。Under the guidance of national policies and the planning of the Greater Bay Area,the Guangdong-Hong Kong-Macao Greater Bay Area(referred to as the"Greater Bay Area")sports industry is building a new pattern of high-quality development around"industrial integration".Based on clarifying the connotation and logical relationship between Greater Bay Area industry integration and high-quality development of sports industry,this study constructs the mechanism of Greater Bay Area industry integration to promote high-quality development of sports industry,that is,through resource integration,factor penetration,market superposition,business coupling and regulatory innovation.It will promote the optimization of sports industry resource allocation,the upgrading of industrial energy level,the expansion of market space,the integration and innovation of formats,and the improvement of security system,so as to promote the dynamic change,efficiency change and quality change of the development of sports industry,and realize the high-quality development of sports industry.The dilemma of industrial integration in the Greater Bay Area to promote the high-quality development of the sports industry is mainly reflected in the shallow level of industrial integration,weak regional linkage development,insufficient institutional and institutional support,structural shortage of talents,and weak driving ability of leading enterprises.Based on this,the paper puts forward the realization path of promoting the high-quality development of the sports industry through industrial integration in the Greater Bay Area:optimizing the top-level design,improving the industrial integration system and mechanism;Emphasize demand-driven,clear industry integration direction;Deepen digital technology and talent empowerment,and accelerate the agglomeration and flow of high-end factors;Cultivate leading enterprises and enhance the driving force of industrial integration.
